Piscinas is a settlement with a long history, but its independent municipality dates from the late twentieth century. The distinction matters: 1988 marks a change in administrative status rather than the foundation of the village. Previously a hamlet within Giba, Piscinas became a municipality in its own right. Following that transition through official sources offers a way to understand the town hall and everyday village landscape beyond the history of individual monuments.

A community older than its municipality

The historical account published by the council recalls the long connection with Giba and presents independence as an important local milestone. It associates the movement with community identity, the management of local resources and recognition of the rural territory. This is the municipality's interpretation of its own history. It helps explain the meaning attached to separation without being mistaken for a comprehensive account of every position expressed during the political discussion at the time.

A settlement and a municipal authority are different things. Houses, family connections, occupations and local place names can exist long before an independent administration is established. At Piscinas, remembering that difference prevents a recent institutional date from being read as evidence of a newly founded village. The community did not suddenly appear on the landscape in 1988. What changed was the framework within which an existing place was represented and administered.

The regional law of 13 July 1988

A precise documentary reference appears in the Ministry of Labour decree dated 9 December 1988, published in Italy's Official Gazette on 10 March 1989. It cites Sardinian regional laws numbers 17, 18, 19 and 20 of 13 July 1988, relating respectively to Piscinas, Lodine, Erula and Stintino. Piscinas therefore corresponds to law number 17. The decree also identifies their publication in issue 27 of the regional official bulletin on 22 July 1988.

Those dates describe different stages rather than competing versions of the same event. July concerns the regional founding law and its publication. December belongs to a subsequent ministerial measure, while March of the following year marks that measure's appearance in the national Gazette. Keeping them separate makes it possible to follow the documentary sequence without turning 1989 into an alternative foundation date. Reading the acts closely resolves an ambiguity that a very compressed timeline might otherwise introduce.

The documented relationship with Giba

The ministerial decree explicitly identifies Piscinas as a former hamlet of Giba. The change therefore involved raising a locality previously belonging to another municipality to independent municipal status. This supplies a firm administrative fact, separate from interpretations of the political reasons behind the decision. It does not itself provide a street-by-street account of the new boundaries. A detailed territorial investigation would require the founding law and relevant mapping documents rather than an assumption based on the later decree alone.

This background is also useful when researching family records or events before 1988. Knowing the earlier relationship with Giba helps someone frame an enquiry with the correct locality and period. It does not mean that every older document must now be kept in one particular archive; actual custody still needs checking. Administrative chronology is a useful research key, not an automatic guarantee about the present location of individual records.

Independence within a wider network of services

The December 1988 decree addresses a practical issue: assigning newly established municipalities to the territorial sections responsible for employment and agricultural labour placement. Piscinas was assigned to section number 3 in Carbonia. The act explains that former hamlets whose territories already lay within their parent municipalities' districts needed to be formally identified within the appropriate existing jurisdiction. This gives a specific example of the adjustments required when a new municipality entered the administrative system.

Becoming independent did not therefore mean moving every public service into the village. The new authority continued to operate within wider territorial relationships. This is a historical example, not a description of today's employment office arrangements, which should be checked through current official channels. Its value lies in showing how institutional change also involves less conspicuous updates: names in lists, territorial responsibilities and the references used by citizens and other public bodies.

The town hall as a reference for recent history

The Piscinas municipal directory entry identifies the civic reference point used for this article. The photograph of the town hall and the panorama connect documentary dates with a real place without assigning an unverified construction date to the building. The council's current website gives its address as Via Regina Margherita 65 and provides access to office information and documents published by the administration.

Another chapter of local history is explored in the separate article on Villa Salazar. The subject here is the community's administrative recognition. Read together, the municipal historical account and the national decree offer complementary perspectives: one explains the local significance attributed to independence, while the other records practical steps needed to place Piscinas, under its new status, within the public organisation of the surrounding territory.
